A lot of people who are new to CST ask about this. While you are free to just describe the character, we prefer to design them. How do we do this, now? With these three avatar designers.
Chibi Maker ( chibimaker.org/ ): This is what we used from the beginning. It's great for making really young people and really old people, but not in between.
Anime Avatar Creator ( www.rinmarugames.com/playgame.php?game_link=mega-anime-avatar-creator ): What do we use for the in between then? This. It's great for older teenagers to middle aged people. But if you try to make a really young or really old person, good luck. That's the Chibi Maker's thing.
Dream Selfy ( www.dreamself.me/clothes.php?action=view&id=0 ): This is really flexible but extremely hard to use. It has at least 1000 pages of hair. While, as far as I know, it can reflect any age, it's mostly for people who are willing to spend 30 minutes designing their character rather then 5 minutes on Anime Avatar Creator or 2 minutes on Chibi Maker. As Zen stated, "1,412 pages of 15 parts each gives this site a grand total of 21,180 individual clothing/face/decoration options. It's ridiculous. The downside is that because of the sheer amount of options, designing characters could take a long time if you're indecisive, so the ease of use is down at the bottom."
Here is a graph Zen made, presenting the 3 avatar makers somewhat accurately. I have added my commentary on it in red.
